The House of Lords voted for the resumption of war with France, following the escape from Elba by Napoleon and the flight of the monarchy from France. Napoleon was keen to ensure peace but the British were committed to ensuring that he did not again become a power in Europe. The vote for war was confirmed in the House of Commons two days later.
