William Pitt (1759–1806), having returned to office on 10 May 1804, introduced a Bill proposing the development of extra land forces. The closeness of the vote is an indication of the relatively precarious balance of power within the House following the opposition alliance between Charles James Fox (1749–1806) and George Grenville (1753–1813).
